D. The edge is smooth and the rim is raised on both sides of coin also it not completely round. So if someone filed down the edge it would be smaller than a regular quarter but its not its the same size like it came off the press. I think its a mint error

I think not. Edges can wear smooth and maintain close to the original diameter. Spend it.
