I can't think of anything in the minting process that would cause this, and grading companies would likely classify it as damage and not even encapsulate it.

this 1998 D coin has an interesting circle on Washintons neck...is this a mistake at the mint..or? I found this coin in a field near me while metal detecting. If you need cleaerer photos please let me know.
