As part of the Lincoln Bicentennial One Cent Program in 2009, the U.S. Mint issued four pennies with different reverse designs. This design is the Presidency in Washington, DC. It is the Capitol Building and not the Lincoln Memorial that had been on Lincoln cents before this special program. You can find more about the four pennies issued in 2009 on the U.S. Mint website.
